There's still something Alanna needs to do. Right now, there's no obvious distress to defy Darmar's sovereignty. Simply seeing helicopters possibly pursuing unidentified people isn't exactly reason for the Knights to lend aid. Plus, the Knights should be completely unaware of just who's in those jeeps--it's not like Steel Iraq-Nid could've crossed into Darmar ealier--well, at least not legally (or in any sort of official capacity).
I guess this means that now if the Supers see the refugees being attacked they are allowed to come down on their attackers like wildcats, borders be damned.

By the way, I've caught up on this comic over the last couple of days and I really enjoy it! I think it's getting serious right where it needs to be now. Savunn is impossible to dislike, a bright and shining optimist in a dark world. If I knew her in the real world, I'd be proud to call her a friend, with or without powers. She might be considered a Mary Sue, but that's not a bad thing. It would be interesting to see how she handles the repercussions of trying to be a world policewoman now. I can see the Bruce Timm DC animated series influence in the artwork, a plus for me. All of your heroes and villains are creative, if not parody, another plus. Helpful criticism: Some earlier panels are text blocks with profile faces. I am guilty of this, too, and have to constantly remind myself to 'show, don't tell'. Smaller panels, with characters walking around help break it up. Anyway, keep up the great work, and looking forward to your new comic!
