I mean I am sure they know that they are building SOMETHING in space, at least something that they aren't being fully forthcoming about but there's also the likely feelings that 1. they are helping us out so let them, 2. If their endeavors were hostile, they wouldn't need full fledged SSTOs, 3. its not like a secret can be kept forever and if its not hostile then we will be interested once its revealed. You know in the mix of all the paranoia

Really good politics and task consolidation, good public cover, and potential source of income, so long as the amount they charge is well below alternative methods, very few things are as suspicious as doing something that would normally cost a fortune for free, granted, the biggest cost in getting to orbit is in damaged parts (boosters, fuel tanks, and heat shielding (depending on type used which is decided from the planned trajectory of the re-entry of the craft and the friction resulting there from) which must be recovered and repaired in order for the mission to be cost effective)
