Those are the remains of its scales, they're made from different material to bones. The fish bones are there like those of other fish. But because these spiny scales are so hard and dense they remain after the rest of the body rots away (particularly the skin that holds them together), so it looks like they have a chain-mail bone exoskeleton.
I just thought I'd post something cool with a factual explanation under it. :)
